Minimum pension raised to RM1,350 and maternity leave extended to 98 days per childbirth in Budget 2027 package for the public service

KUALA LUMPUR, Oct 9 – Some 1.3 million civil servants at Premier Grade B and below, including contract appointees, will receive special financial assistance of RM1,500, Prime Minister Datuk Seri Anwar Ibrahim announced in Budget 2027 today.
More than one million government retirees, including pensionable and non-pensionable veterans, will receive RM750.
Both payments will be disbursed in two instalments, before Aidilfitri and ahead of the 70th anniversary of Malaysia’s independence.
“Sincere appreciation is extended to the 1.6 million civil servants for their dedication and commitment in Serving the Nation,” said Anwar, who is also Finance Minister, as he tabled the budget in the Dewan Rakyat.
PENSIONS AND MATERNITY LEAVE
The minimum pension will be raised from RM1,000 to RM1,350 a month, benefiting nearly 59,000 pensioners, Malaysian Armed Forces veterans and recipients of derivative pensions.
Total maternity leave over a civil servant’s period of service will increase from 360 days to 490 days, allowing up to 98 days for each childbirth. RM20 million will be allocated to upgrade childcare centres at government facilities.
HOUSING, PROMOTIONS AND VOLUNTEERS
The allocation for building and maintaining quarters, including for police officers, doctors, military personnel, teachers and firefighters, rises to RM2.3 billion, and the Property Management Division will be upgraded to a National Property Department.
Family housing for the armed forces will be built in Skudai, Johor, with new quarters at Depot Tahanan Imigresen Langkap in Perak and in Papar, Sabah, benefiting nearly 900 personnel at a cost of more than RM500 million.
In recognition of outstanding officers awaiting promotion because of limited posts, the government will implement one-off promotions on a Khas Untuk Penyandang basis for 12,000 P&P officers.
Allowances for RELA personnel, auxiliary firefighters, police volunteers and Civil Defence volunteers will rise to RM9 an hour for volunteers and RM10.80 an hour for supervisors, benefiting nearly 50,000 people with an allocation of RM339 million.
The one-off Ex-Gratia Waris Pukal benefit will be increased from RM20,000 to a maximum of RM50,000, depending on length of service. This is in addition to the monthly Ex-Gratia Waris Bulanan for deaths resulting from work-related accidents, and takes effect from 1 January 2026.
FRONTLINERS
In health, more than 9,000 contract doctors will be offered permanent posts in 2027, and medical officers who complete housemanship will in future be offered permanent appointments. The Post Basic Incentive Allowance for 47,000 nurses and paramedics will double from RM100 to RM200 a month.
In education, the Special Education Needs Teaching Incentive will rise from RM250 to RM300 a month for 20,000 special education teachers.
