Prime Minister Datuk Seri Anwar Ibrahim’s official visit to Russia from May 13 to 17, 2025, stands as one of the most consequential diplomatic missions of his tenure. It was not only a high-level reaffirmation of Malaysia-Russia ties but also a resounding statement of Malaysia’s emergence as a bridge between the Islamic world and global powers.
From a landmark meeting with President Vladimir Putin, strategic talks with Prime Minister Mikhail Mishustin, to a commanding presence at KazanForum 2025, Anwar’s visit projected principled diplomacy, economic pragmatism, and moral leadership. He departed Russia not as a passive guest but as a statesman accorded clear respect and visibility by one of the world’s major powers.
“A Meaningful Achievement”: Trade, Halal Diplomacy, and Direct Flights
At the concluding press conference with Malaysian media in Russia, Anwar described the visit as a significant success:
“I stressed the meaningful achievements made in strengthening Malaysia-Russia friendship, exploring new strategic cooperation opportunities, and expanding Malaysia’s role as a bridge between the Islamic world and global powers,” he said.
A key highlight was his bilateral meeting with President Putin, which focused on expanding trade and investment ties, reviving tourism links, and deepening sectoral cooperation.
“My meeting with President Vladimir Putin opened up potential in trade, investment and tourism, including the resumption of direct Aeroflot flights to Malaysia,” Anwar revealed.

Equally noteworthy was Putin’s expressed support for advancing cooperation in the halal industry and Islamic finance — sectors where Malaysia is a global leader. The move is aligned with Anwar’s call for the Islamic world to leverage these areas as tools of inclusive growth.
“He also expressed support for cooperation in the halal industry and Islamic finance. I value the friendship built with President Putin,” he added.
MH17: Standing Firm on Justice
In a gesture of diplomatic courage, Anwar also raised the MH17 tragedy directly with Putin — an issue long sensitive in bilateral ties.
“I also raised the issue of MH17 with President Putin. Malaysia firmly believes that the truth must be upheld for the sake of justice for the victims and their families.”
By addressing the issue forthrightly, Anwar underscored Malaysia’s moral independence — standing by principles of justice while engaging constructively with global powers.
Economic Diplomacy with Russian Leaders and Corporates
In his meeting with Prime Minister Mikhail Mishustin, Anwar explored agriculture-based cooperation, particularly involving cocoa and palm oil, while also addressing barriers to two-way trade.
“We discussed cooperation in agriculture, including cocoa and palm oil, as well as efforts to resolve issues hindering bilateral trade.”
Later, Anwar chaired a roundtable session with 24 of Russia’s leading corporations, where potential partnerships were discussed across sectors ranging from chemicals, furniture, AI technologies, to palm-based products.
“The level of interest shown was very encouraging,” he remarked, affirming the strong enthusiasm of Russian businesses toward Malaysia.

Championing the Muslim World at KazanForum
Anwar’s keynote address at KazanForum 2025 and the Strategic Vision Group Meeting: “Russia–Islamic World” cemented his stature as a prominent voice in global Islamic affairs.
“I emphasized that the Islamic world must rise as a force for peace, justice, and hope,” he said, calling for a new Islamic renaissance grounded in moral clarity and development.
He also met key figures including the Mufti of Russia, the President of Turkmenistan, and other leading voices from the Muslim world — further amplifying Malaysia’s role as a moderate Islamic power committed to global engagement.
Neutral But Principled Diplomacy
Addressing potential geopolitical speculation, Anwar stressed that Malaysia’s foreign policy remains non-aligned yet principled.
“This visit does not mean Malaysia is taking sides with any power bloc. Our relationship with Russia does not affect our friendship with the United States, China, or any of our other trade partners,” he clarified.
“Malaysia has the right to determine its direction independently and with principle — in the interest of our people.”
This reaffirmation of sovereign diplomacy reflects Malaysia’s longstanding commitment to neutrality while asserting its global agency.

A Visit of Substance and Symbolism
As Anwar concluded his journey, he expressed deep appreciation for the cultural immersion and diplomatic warmth received:
“Praise be to God, the Malaysian delegation returns with invaluable experience from Russia — in strengthening bilateral ties, exploring new avenues of cooperation, and appreciating the country’s rich history, culture, and resilient spirit.”
“Our highest appreciation for the exceptional hospitality and friendship extended to us.”

Conclusion: A Hero’s Diplomacy in a Fractured World
Prime Minister Anwar Ibrahim’s visit to Russia did more than refresh bilateral ties. It positioned Malaysia as a bridge between civilizations, a leader among Muslim nations, and a voice of conscience in global affairs. His unwavering emphasis on justice, economic development, and cross-cultural understanding has resonated far beyond the borders of Southeast Asia.
In an age of division, Anwar’s diplomacy in Russia showcased courage, clarity, and conviction — the mark of a leader ready to champion a fairer world.
