BANGI, March 11 — Enforcement, Leadership, and Management University (ELMU), through its ELMU Foundation, will offer full scholarships to 10 staff from the Malaysian Civil Defence Force (APM) or their family members from the B40 group to pursue studies at the university.
Prof. Datuk Dr. Kassim Noor Mohamed, Chief Executive and Vice Chancellor of ELMU, said that the selected candidates will be given the opportunity to enroll in the Disaster Management and International Law Enforcement programs for the March 2025 intake, available either full-time or part-time.“We are offering five scholarships for the Diploma in Disaster Management and the Diploma in International Law Enforcement programs.
Applicants need to have a minimum of three credits in their Sijil Pelajaran Malaysia (SPM) or its equivalent.“Another five scholarships will be offered to individuals with a Sijil Tinggi Persekolahan Malaysia with CGPA of 2.0 or higher, or those who have completed the Sijil Tinggi Agama Malaysia or a Diploma/Foundation/Matriculation with a CGPA of 2.0, to pursue either the Bachelor in Disaster and Emergency Management (Honours) or the Bachelor in International Law Enforcement (Honours),” he said during a press conference after the launch of the Civil Defence Month and the National Discourse on the Structure and Direction of Volunteerism in Malaysian by Deputy Minister of Women, Family and Community Development, Datuk Seri Dr. Noraini Ahmad, at the Institut Semarak Felda here on Monday.

At the event, Datuk Dr. Kassim also signed a Note of Understanding with APM’s Chief Commissioner, Datuk Aminurrahim Mohamed. Datuk Aminurrahim, in his response, expressed his appreciation to Elmu because this was the first time the agency had received a scholarship offer from a university for staff and their family members.

Earlier, in her speech, Datuk Seri Dr. Noraini stressed the importance of clear planning and direction for volunteering activities to ensure they are organised, effective, and impactful to volunteers.“When the objectives of a program are clear and coordinated well, the volunteers can perform systematically and efficiently. “Long-term strategic planning and improved coordination among stakeholders will ensure that initiatives are sustainable and have a greater impact on society,” she added.
Meanwhile, as part of the Civil Defence Month 2025, APM will be hosting 73 programs and activities from March 10 to April 10, including the presentation of 73 awards recognising officers, staff, and the community for their contributions at both district and civil defence unit levels across the country.
