ELMU, UPNVY Forge Academic Pact to Boost Malaysia–Indonesia Education Links

SEREMBAN, August 7 – Enforcement Leadership and Management University (ELMU) has formalised a Memorandum of Understanding (MoU) with Indonesia’s Universitas Pembangunan Nasional “Veteran” Yogyakarta (UPNVY), aimed at strengthening regional academic collaboration and expanding educational networks between the two nations.

ELMU Vice Chancellor Datuk Dr Kassim Noor Mohamed said the agreement reflects shared values and academic aspirations while reinforcing ties between Malaysia and Indonesia.

“ELMU is truly honoured to collaborate with a prestigious institution like UPNVY. Though we are a young university, our foundation is built by experienced veterans, grounded in integrity and transformation,” he said in a statement from ELMU’s Bandar Enstek campus.

The partnership will see both universities engaging in joint research, academic publications, student and lecturer exchanges, and regional workshops in fields such as investigative sciences, soil science, sustainable development, and public governance.

The MoU was signed by Kassim and UPNVY Rector Prof Dr Mohamad Irhas Effendi at the UPNVY Rectorate Building in Yogyakarta. Also present were Prof Dr Pakhriazad Hassan Zaki, Dean of the School of Investigative Sciences, and Shiz Kassim, Vice President of Group Marketing and Communications.

Kassim emphasised the MoU’s role in supporting Malaysia’s ASEAN 2025 chairmanship and enhancing ELMU’s position as a strategic knowledge partner in the region.

“This cooperation transcends borders and is rooted in shared responsibility, transparency, and ASEAN unity. It aligns with the Sustainable Development Goals and innovation in governance,” he added.

Prof Dr Irhas hailed the signing as a historic milestone that would drive the Tri Dharma Perguruan Tinggi — education, research, and community service.

“We are confident this collaboration will yield tangible benefits for students, lecturers, and communities in both nations,” he said, urging swift action to implement the agreed programmes.
