
Putrajaya hosts breakthrough meeting with backing from U.S. and China amid rising border tensions

KUALA LUMPUR, July 28 — Thailand and Cambodia have agreed to an immediate and unconditional ceasefire, marking a crucial step toward de-escalating rising tensions along their shared border.
The agreement was reached at a Special Meeting hosted and chaired by Malaysian Prime Minister Datuk Seri Anwar Ibrahim in Putrajaya, with participation from Cambodian Prime Minister Hun Manet and Thailand’s Acting Prime Minister Phumtham Wechayachai.
The peace initiative was co-organised with the United States, while China played an active role through ongoing diplomatic engagement with all relevant parties.
Malaysia, as current Chair of ASEAN, was instrumental in convening and mediating the high-level dialogue — a move that reaffirmed its regional leadership and ASEAN’s central role in managing disputes among member states.
“This is a vital first step towards de-escalation and the restoration of peace and security,” the three governments said in a joint press statement released after the meeting.
Key Outcomes of the Agreement
- Immediate Ceasefire: Both countries agreed to a full and unconditional ceasefire effective 24:00 hours (local time) on 28 July 2025.
- Military Dialogue: Senior military commanders — Regional Military 1 and 2 from Thailand, and Regional Military 4 and 5 from Cambodia — will meet informally at 07:00 hours on 29 July 2025 to reinforce coordination and prevent further incidents.
- ASEAN Observation: Malaysia will coordinate an ASEAN observer team to verify and ensure compliance with the ceasefire, in consultation with other ASEAN Member States.
- General Border Committee (GBC) Meeting: A formal GBC session is scheduled for 4 August 2025, to be hosted by Cambodia.
- Reactivation of Direct Channels: The two governments agreed to resume direct communications between their Prime Ministers, Foreign Ministers, and Defence Ministers.
- Ceasefire Monitoring Mechanism: The Foreign and Defence Ministers of Malaysia, Cambodia, and Thailand will jointly develop a verification and reporting framework to monitor compliance and promote accountability.
Background of the Dispute
The Cambodia–Thailand border dispute, primarily surrounding contested areas near the Preah Vihear Temple, has simmered for decades. Tensions have periodically flared over demarcation lines inherited from colonial-era French maps and competing nationalist sentiments. Notably, military clashes in 2008 and 2011 led to fatalities and displacements on both sides.
The most recent escalation in 2025 reportedly stemmed from unilateral infrastructure development and troop buildups in disputed zones. While no formal declaration of hostilities occurred, border skirmishes and mutual accusations of incursion raised alarm across ASEAN capitals and prompted urgent diplomatic intervention.
International Involvement: U.S. and China in Support Roles
The successful outcome of the Special Meeting reflects bipartisan international support for ASEAN-led mediation. The United States, represented through direct contact by President Donald J. Trump, urged both parties to find a peaceful resolution.
Simultaneously, the People’s Republic of China maintained “close contact” with Cambodia, Thailand, and Malaysia to promote dialogue and a return to stability.
The joint presence of the U.S. and China signals rare cooperation between the world’s major powers in backing ASEAN’s peacemaking efforts, particularly under Malaysia’s chairmanship.
Malaysia’s Regional Leadership on Display
This ceasefire marks a diplomatic victory for Malaysia’s ASEAN 2025 Chairmanship, reinforcing Prime Minister Anwar Ibrahim’s emphasis on regional peace, rule of law, and multilateralism.
Malaysia’s commitment to dispatching ASEAN observers and facilitating further dialogue underscores ASEAN’s ability to respond swiftly to intra-regional tensions without external coercion.
“The meeting reaffirms the shared resolve… to uphold the principles of international law, peaceful co-existence, and multilateral cooperation,” the statement read.
