Malaysia-China Relations Reach New Heights with Historic MoU Signing During President Xi’s Visit

KUALA LUMPUR, April 17 – A landmark moment unfolded today as Prime Minister Datuk Seri Anwar Ibrahim and Chinese President Xi Jinping jointly witnessed the signing of 31 Memoranda of Understanding (MoUs) and agreements between Malaysia and the People’s Republic of China, signalling a new chapter of strategic collaboration and friendship between the two nations.

The MoUs span a wide range of sectors including diplomacy, infrastructure, agriculture, education, defence, technology, tourism, and media. This comes as part of President Xi’s three-day state visit to Malaysia from April 15 to 17, his first since 2013, and follows last year’s celebration of the 50th anniversary of diplomatic ties between both nations.

“These agreements reflect our shared commitment to fostering prosperity through mutual respect and cooperation. The partnership between Malaysia and China is not only resilient but is now positioned to flourish for decades to come,” Anwar said.

The signed agreements include:

Security and Global Development: MoUs on the Global Security Initiative, Civilisation Initiative, and Global Development cooperation.

Transport and Infrastructure: Enhanced collaboration in rail transport and market regulations.

Visa and Cultural Exchange: Mutual visa exemptions, panda conservation efforts, and translation and publication of classical works.

Media and Digital Economy: MoUs between Tourism Malaysia and China Media Group (CMG), FINAS and CMG, and initiatives involving AI, digital transformation, and smart cities.

Education and Research: New institutional ties between Universiti Malaya, Universiti Xiamen, Universiti Peking, and think tanks.

One highlight is the agreement on mutual visa exemption for ordinary and official passport holders, which is expected to further boost people-to-people connectivity and tourism. Another is the joint panda conservation programme, a symbol of goodwill and environmental cooperation.

Prime Minister Anwar lauded the momentous outcome:
“This signing marks a higher, more confident level of engagement between our two friendly nations – one that will undoubtedly bring greater well-being and prosperity to both our peoples.”

President Xi’s visit, hosted at the invitation of His Majesty Sultan Ibrahim, King of Malaysia, also included a royal audience at Istana Negara, bilateral talks with Prime Minister Anwar, and participation in high-level dialogues under Malaysia’s ASEAN Chairmanship for 2025.

The wide-ranging scope of these agreements further solidifies Malaysia and China’s position as strategic partners and reflects both countries’ resolve to collaborate on key global and regional challenges in the years ahead.
