Hangzhou (China), July 24 – Minister of Economic Affairs Rafizi Ramli unveiled his KL20 Plan to enhance Malaysia’s startup funding ecosystem by learning from Hangzhou’s successful digital innovation culture. Rafizi aims to channel funds to startups, which are often viewed as high-risk by conventional financial institutions.
During his visit, Rafizi met with Dixon Zhang, an early investor in Jack Ma’s ventures. Hangzhou, a leading city in digital innovation with a population of 16 million and an economy comparable to Malaysia’s GDP, is the birthplace of Alibaba, founded by Jack Ma from his flat. Dixon Zhang had invested in Jack Ma’s first startup, which did not succeed. However, Zhang went on to establish his own fintech company, Lianlian, which now manages 9.1% of the world’s financial transactions.

“Although Dixon’s initial investment in Jack Ma’s first company did not yield significant returns, Jack Ma reciprocated Dixon’s trust by investing in Lianlian after Alibaba’s success,” Rafizi stated. “This mutual support in the startup ecosystem of Hangzhou is what KL20 aspires to achieve.” he added.
Rafizi extended an invitation to Dixon Zhang to visit Malaysia, hoping that Lianlian would consider investing in Malaysia’s fintech industry. “As fellow engineering graduates who built careers in finance, we found it easy to connect and resonate with each other’s experiences,”. He encouraged Malaysians to seize the opportunity to meet Dixon during his visit and learn from his journey to becoming a billionaire.
The KL20 Plan seeks to replicate Hangzhou’s successful startup culture in Malaysia, fostering an environment where mutual investment and support lead to the creation of global giants.
