Yayasan LTAT CEO, Datuk Dr. Mohd Nizar Sudin, together with MIGHT President and Chief Executive Officer, Rushdi Abdul Rahim, signed a third-year partnership to strengthen technical training for the children of Armed Forces personnel and veterans.

LANGKAWI, May 21, 2025 —In a renewed effort to empower the next generation of Malaysia’s defence community through technical and vocational education, Yayasan Lembaga Tabung Angkatan Tentera (Yayasan LTAT) and the Malaysian Industry-Government Group for High Technology (MIGHT) today signed a Memorandum of Understanding (MoU) to continue their strategic collaboration through the launch of LAKSAMANA 3.0.
The agreement, signed on the sidelines of the Langkawi International Maritime and Aerospace Exhibition 2025 (LIMA’25), marks the continuation of a shared commitment that began with the inaugural MoU in 2023.
The LAKSAMANA (Latihan Kemahiran Anak ATM & Anak Veteran) programme is a flagship initiative under the defence sector’s Corporate Social Responsibility (CSR) framework. It is designed to equip children of Armed Forces personnel and veterans with technical skills, supported by a structured training and job placement model, known as the ‘train and place’ approach.
“This programme reflects our strong commitment to developing a highly skilled defence workforce capable of navigating the challenges of the digital era and artificial intelligence,” said Dato’ Dr. Mohd Nizar Haji Sudin, CEO of Yayasan LTAT, at the signing ceremony.
Also present to witness the MoU signing were:
- Datuk Seri Hasnol Zam Zam Ahmad, Secretary-General, Ministry of Science, Technology and Innovation (MOSTI)
- General (Rtd.) Tan Sri Dato’ Sri Azizan Ariffin, Board of Trustees Member of Yayasan LTAT
- Prof. Emeritus Tan Sri Dr. Zakri Abdul Hamid, Co-Chairman (Government), MIGHT
- En. Mohammad Ashraf Md Radzi, CEO, Lembaga Tabung Angkatan Tentera (LTAT)
The MoU was signed by Dato’ Dr. Mohd Nizar Haji Sudin and En. Rushdi Abdul Rahim, President and CEO of MIGHT.
Focusing on Industry-Relevant Skills and 4IR Readiness
LAKSAMANA 3.0 will prioritise upskilling and reskilling programmes, aligned with current industry demands and the national aspiration for human capital development in high-impact sectors. The programme targets career pathways in high-technology industries such as:
- Oil & Gas
- Aerospace
- Manufacturing
- Shipbuilding
- Energy
This is in line with Malaysia’s broader push toward embracing the Fourth Industrial Revolution (4IR).
“MIGHT remains committed to advancing strategic technology-driven initiatives. Through LAKSAMANA 3.0, we are building a pipeline of technically proficient, future-ready talent from the Armed Forces community,” said Rushdi Abdul Rahim.
Since its launch, LAKSAMANA has produced numerous success stories, with many participants securing jobs in leading technology sectors. The renewed partnership aims to scale this impact further.
Looking Ahead
Yayasan LTAT and MIGHT reaffirmed their shared mission to develop quality human capital for the defence and technology sectors. LAKSAMANA 3.0 is expected to serve as a blueprint for future initiatives targeting talent development from within the Malaysian Armed Forces community.
