Seremban, Dec 18 — Enforcement, Leadership and Management University (ELMU) has signed a strategic Memorandum of Understanding (MoU) with Universiti Teknikal Malaysia Melaka (UTeM) to advance collaboration in Artificial Intelligence (AI) and Cybersecurity.
The MoU was signed at ELMU’s Grand Hall in Bandar Enstek, marking a milestone in academic cooperation, research, and capacity-building between the two institutions.

ELMU Deputy Vice-Chancellor (Research, Innovation and Graduate Studies) Ir. Dr. Nor Azhar Mohd Arif said the partnership responds to growing technological and security challenges. “Under the MoU, ELMU and UTeM will collaborate across several priority areas, including joint research initiatives, academic and professional training programmes, knowledge exchange, seminars and workshops, innovation-driven activities, and engagement with industry and relevant stakeholders,” he explained.

Representing UTeM, Deputy Vice-Chancellor (Academic and International) Professor Dr. Mohd Rizal Salleh said the university’s practice-oriented education aligns well with ELMU’s leadership and governance strengths. “Our expertise in network security, digital forensics, and AI-based security analytics complements ELMU’s focus on security governance, risk management, policy, and strategic leadership. This collaboration allows us to address security challenges from both technical and organisational perspectives,” he said.
The signing was witnessed by Dr. Haji Norhafifi Haji Ismail, Dean of ELMU’s School of Leadership & Resilience, and Associate Professor Ts. Dr. Muhammad Hafidz Fazli Md Fauadi, Dean of UTeM’s Faculty of Artificial Intelligence and Cybersecurity.
