SEREMBAN, Nov 22 – Enforcement, Leadership and Management University (ELMU) and Putra Business School (PBS) have formalised a collaboration to enhance academic ties, focusing on governance, integrity, and leadership in law enforcement.
The Memorandum of Understanding (MoU), signed today at ELMU’s campus in Bandar Enstek, Nilai, will enable the two institutions to develop specialised programmes in Business Administration (BBA and MBA) with a unique emphasis on organisational management, leadership, and law enforcement.

ELMU’s Vice-Chancellor, Prof. Datuk Dr. Kassim Noor Mohamed, lauded PBS as a premier partner due to its globally recognised MBA programme, accredited by the Association to Advance Collegiate Schools of Business (AACSB) and ranked among the world’s best by QS Global MBA Rankings.
“I am very proud that we are doing this because the fields of governance, integrity, leadership in law enforcement are in high demand,” said Prof. Datuk Dr. Kassim Noor Mohamed during the ceremony.
He highlighted that the collaboration aligns with the Prime Minister’s call to elevate professionalism and integrity in Malaysia’s law enforcement sector, envisioning the partnership as a way to nurture future leaders in this critical field.
Meanwhile, PBS President and CEO, Prof. Dr. Azmawani Abd. Rahman, remarked, “We hope that the collaboration with ELMU will further empower our faculty and students. ELMU has emerged as a leading institution specialising in law enforcement, leadership and management with a vision that is almost similar to ours.”
This partnership aims to advance joint research, academic collaborations, and transformative student experiences while enriching curriculum content with industry insights.
